What does it mean when i need a new turbo oil seal?

is it like inside the turbo or where the oil line bolts onto the turbo this is for a Subaru legacy 1994 twin turbo station wagon and its for the small primary turbo passengers sideWhat does it mean when i need a new turbo oil seal?
If the oil is inside the pipes or intercooler then it's probably a shaft seal and that turbo needs a rebuild. If it's just dripping down on the exhaust causing it to smoke then it's probably the oil return which is usually just a gasket. The oil inlet is usually a flared line threaded in and those styles don't have seals to leak. What does it mean when i need a new turbo oil seal?
You have NOT been using an oil approved for use in a turbo. The seals keep the oil from mixing with the high pressure air. Bad oil rots the seals, and sometimes the oil feed tubes. Use ONLY mobil one!!!
I am going out on a lim here but I think it means you need the seal replaced.
