usually if they are leaking they are fooked. but yeah if you pull out the spring and the seal the outer oil will spill out. Seals arent too expensive so you may as well replace them or get someone to replace them. How do i take out the fork oil seal ring out of a 2007 KTM XC-F 250?

If your fork seals are leaking then it's time to replace them. You should change the seals on both forks while your at it. The process is relatively simple and inexpensive. Most oil seals and dust wiper seals come in packs. You'll also need fork oil and a fork seal driver (however, you can make your own out of PVC pipe and a rubber mallet.) You're looking at about 80-100 bucks worth of supplies, maybe cheaper. You have to remove the from wheel and take the fork tubes off the bike so you might want to look into getting a service manual for your bike to help you through the process (it will also tell you how much fork oil you will need to put back in the tubes since most bikes are different.)
